China says it will spend more than US$17 billion to build a second railway line to northwest Xinjiang region, home of the country's ethnic Uighur population.

State media reports say work on the link will begin next year with the new line to run alongside the existing 1,900 one.

Critics of the project say such transport links have worked greatly to consolidate China's rule over the mineral-rich border region.

However, the government says rail and road links help bring much-needed economic development to poor parts of the country such as Xinjiang.
