Re: Extrajudicial Killing of GAM/TNA personnel in Acheh

Your Excellency,

On behalf of the Unrepresented Nations and Peoples Organization (UNPO) I present my compliments to Your Excellency, and would hereby like to bring the following matter to Your urgent attention.

On 12 October 2005, 10 pm, at Jeuram, Nagan Raya (near Polres HQ), four unarmed GAM/TNA personnel travelling in a car entered a store near Polres to make a purchase. Two of the four entered the store, while the other two remained in the car. Subsequently, Brimob arrived at the place with an intimidating manner. In order to avoid a possible incident, the two GAM/TNA personnel quickly left the store, whilst being vocally harassed and chased by the armed Brimob.

Brimob then opened fire. One of the GAM/TNA personnel in the car managed to escape to safety, however, the driver, Mr. Syafruddin (32) fatally shot when he attempted to drive away. The Red Cross (PMI) took his body to the hospital in Meulaboh.

The killing of Mr. Syafruddin constitutes a serious breach by Indonesian security forces of the peace agreement. Meanwhile GAM has honoured its commitments to the terms of the MoU and the peace process.

Based on the above I hereby call on You, as partner of the Acheh Monitoring Mission, to bring to the attention of the Indonesian authorities the extrajudicial killing of an unarmed GAM/TNA personnel by the Mobile Police Brigade (Brimob).

I kindly urge You to request the Indonesian government

to issue clear and strongly worded directives to its security forces to adhere to the terms of the MoU and provide assurances that the terms of amnesty is applied to all unarmed GAM/TNA personnel;

to immediately investigate the killing of Mr. Syafruddin, identifying those responsible, bringing them to trial, and applying the penal, civil and administrative sanctions as provided by law;

and to take immediate measures to ensure these instructions are implemented by security forces on the ground

I hope Your Excellency will give due consideration to the content and request contained in this communication.
