STANDING WITH CATALONIA: THE UNREPRESENTED’S PERSPECTIVE ON THE RIGHT TO DECIDE


The Unrepresented Nations and Peoples Organization (UNPO), in partnership with the Centre Internacional Escarré per a les Minories Ètniques i les Nacions (CIEMEN) and Esquerra Republicana de Catalunya (ERC), will organize an international conference in Barcelona on the recent events in Catalonia and the struggle of the Catalonian democratic movement to exercise the right to decide. The event, which will take place on 22 June at CIEMEN, between 10h00 and 13h00, will bring together representatives of unrepresented nations and peoples to share their experiences in their struggle to exercise their right to self-determination and to express their support to the Catalan people.

(Catalan version below) The irreducible commitment of the Catalan people towards its right to self-determination through democratic means has not gone unnoticed. Millions of people belonging to unrepresented nations around the world have identified the voice of Catalans as their own. From the streets of its capital Barcelona to the most distant corners of the world, the peaceful road to the referendum that took place on 1 October 2017 has been a glimmer of hope to all of those who do not feel their national identity is respected by their states.

However, the reaction of the Spanish state to this expression of the legitimate aspirations of the Catalan community shows once again the difficulties that the exercise of the right to self-determination entails, as well as the ambiguity that surrounds this important principle of international law. The response of Madrid to the democratic claim of the Catalan people to decide about their future has seen the suspension of self-government institutions, the incarceration of social and political leaders and the imposition of repressive measures against the Catalan civil society and social movements. This authoritarian response places the Spanish state rather close to the sad record of countries such as China, Pakistan or Turkey, states which have answered basic democratic demands of national minorities living within their borders with violence and repression, denying through brutal force any democratic demands for self-determination.

For unrepresented nations and peoples around the world, the Catalan democratic movement has become a beacon in the struggle against rising xenophobic nationalism - in the Spanish state and beyond - that conceives national identity as an excluding, inward-looking and bigoted idea. The events in Catalonia have shown that the need for a different, inclusive concept of Nation, capable of bringing people together through the mutual recognition of differences and the right of the different groups to decide over their common future must become a priority for all actors working in favour of democracy and human rights. This idea of nation, which directly opposes the intolerance and jingoism of those denying the democratic prerogatives of unrepresented peoples, is built over a fundamental right: the right of communities to decide about every aspect of their lives, from the economic to the political and social domains, as well as to peacefully elect their political representatives and the governing Institutions.

Against this backdrop, the UNPO will gather in Barcelona representatives of stateless nations and unrecognised national communities not only to express their support to the Catalan movement, but also for them to share their own experiences in the struggle for self-determination. Through this event, the UNPO and its member organisations will have the opportunity to highlight the relevance that the right of Peoples to determine their political destiny has in the current geopolitical and international context, not only in Europe but everywhere in the world.

El compromís irreductible del poble català pel seu dret a l'autodeterminació a través de mitjans democràtics no ha passat desapercebut. Milions de persones que pertanyen a nacions no representades d'arreu del món han identificat la veu dels catalans com a pròpia. Des dels carrers de la seva capital Barcelona fins als racons més llunyans del món, el camí pacífic del referèndum que va tenir lloc l'1 d'octubre de 2017 ha significat un bri d'esperança per a tots aquells que no senten que la seva identitat nacional és respectada pel seu estats.

No obstant això, la reacció de l'Estat espanyol envers aquesta expressió de les aspiracions legítimes del poble català mostra una vegada més les dificultats que comporta l'exercici del dret a l'autodeterminació, així com l'ambigüitat que envolta aquest important principi de dret internacional. La resposta de Madrid a la reivindicació democràtica dels catalans per decidir el seu futur ha vist la suspensió de les institucions d'autogovern, l'empresonament de líders socials i polítics i la imposició de mesures repressives contra la societat civil catalana i els moviments socials. Aquesta resposta autoritària situa a l'Estat espanyol bastant a prop de la malhaurada llista de països com Xina, Pakistan o Turquia, els estats que han respost a les demandes democràtiques bàsiques de les minories nacionals que viuen dins de les seves fronteres amb violència i repressió, negant a través de la força brutal qualsevol exigència democràtica d’autodeterminació.

Per a les nacions i pobles no representats de tot el món, el moviment democràtic català s'ha convertit en un referent en la lluita contra l'augment del nacionalisme xenòfob, a l'estat espanyol i més enllà, que concep la identitat nacional com una idea excloent, introspectiva i intransigent. Els fets a Catalunya han demostrat que la necessitat d'un concepte diferent i inclusiu de la Nació, capaç de reunir a les persones mitjançant el reconeixement mutu de les diferències i el dret dels diferents grups a decidir sobre el seu futur comú, ha de ser una prioritat per a tots els actors que treballen a favor de la democràcia i els drets humans. Aquesta idea de nació, que s'oposa directament a la intolerància i el xovinisme d'aquells que neguen les prerrogatives democràtiques dels pobles no representats, es basa en un dret fonamental: el dret de les comunitats a decidir sobre tots els aspectes de la seva vida, des de l'econòmic fins als camps polític i social, així com per a elegir pacíficament els seus representants polítics i les institucions governamentals.

En aquest context, l'Organització de Nacions i Pobles No Representats (UNPO) reunirà a Barcelona membres de les nacions sense estat i les comunitats nacionals no reconegudes, no només per expressar el seu suport al moviment català, sinó també per compartir les seves pròpies experiències en la lluita per l’auto-determinació. A través d'aquest esdeveniment, la UNPO i les seves organitzacions membres tindran l'oportunitat de destacar la rellevància que té el dret dels pobles a determinar el seu destí polític en el context geopolític i internacional actual, no només a Europa, sinó a la resta del món.
