Below is an appeal published by the World Hmong People’s Congress:

On Feb. 15 2008 at 12:30PM, (U.S.) Hmong ChaoFa States Central Committee reported to our office that Lao Army and Vietnamese Mercenaries surrounded their villages and killed three Hmong villagers:

1. Mr. Lee, Dang, was killed on Feb. 8, 2008 at the Phoukhong Khao area […]

2. Mr. Kue Yong Chou (age 38) was killed at Phoubia village on Feb. 15, 2008

3. Mr Kloua, Xay Shoua (age 40) was killed at Phoubia village on Feb. 15, 2008

(Phoubia is the Hmong ChaoFa Government head quarter [sic] for the last thirty plus year, (1975-2008) […])

Additional reports [stated] that Lao President Chommaly Sayasone, has […] ordered more Lao troops and Vietnamese Mercenaries, (Special Commando Strike Forces) to surround the following Hmong territories areas:

1. Nata Nayao 2 battalions (Vientiane Province, Xaysomboun Special Zone)

2. Moung Pheng 2 battalions (Xieng Khoung Province, Xaysomboun Special Zone)

3. Thatableng 2 battalions (Xieng Khoung Province, Xaysomboun Special Zone)

4. Phoubia 2 battalions (Xieng Khoung Province, Xaysomboun Special Zone)

The World Hmong People’s Congress, condemned Lao President Chommaly Sayasone’s [... p]olicy against the Hmong ChaoFa Indigenous Nation.  We, urgent[ly] appeal to the EUROPEAN UNION, UN SECURITY COUNCIL members, NGOs and the international community to halt this […] immediately.
