Cordillera: Workshop to Solve Boundary Rows Pushed

In order to settle the numerous boundary conflicts that hound several local government units in the Cordillera, the conduct of a workshop was arranged where concerned agencies and local government units (LGUs) will be expected to come up with recommendations to facilitate the resolution of these problems.

This was among the major issues resolved during the Cordillera Regional Development Council (RDC) meeting held late last week.
Representatives from the Department of Environment and Natural Resources (DENR) central office attended the meeting upon the invitation of the RDC, purposely to come up with schemes on how to put an end to the lingering political boundary problems of LGUs here, and between the Cordillera and its adjoining regions.

The RDC requested the presence of representatives from the DENR Land Management Services (LMB), and from the National Mapping and Resource Information Authority (Namria), who shall make recommendations to help resolve boundary tiffs. However, the date of the proposed workshop was not specified yet.
Some 38 LGUs were identified to be incurring political boundary conflicts with their adjoining towns and/or provinces. The Cordillera was also reported to have a boundary problem with other regions such as that of Cagayan Valley or Region 2.

Although DENR undersecretary and Namria Director Diony Ventura said the resolution of boundary conflicts are done among the LGUs themselves, he confirmed the attendance of the agency during the workshop, to correct the problem by providing technical assistance to the LGUs.

Ventura said the conflicts could best be settled among the government leaders by agreeing on their common boundaries based on the technical description of the Republic Act (RA), Presidential Decree or Proclamation creating their respective municipalities.
It was explained then that the Namria is only an agency in charge of making maps and not the proper office to settle boundary conflicts.
It was also disclosed that the maps issued by the Namria also serve as one of the roots of boundary conflicts in the country.
