The Hague, 1 October 2010 – The General Secretary of the Unrepresented Nations and Peoples Organization notes with approval the increasing number of autonomy movements that have, in recent years, rejected violence and accepted the principles of democracy as the only legitimate foundation for a discussion of their concerns.

UNPO knows well that many important discussions of autonomy, as well as cultural, political, and linguistic rights, remain unresolved and our experiences of all 52 UNPO Members demonstrates conclusively, however, that an absolute and unqualified commitment to the principles of nonviolence is essential to establishing the mutual trust and respect that is a prerequisite for any successful and sustainable negotiation on such issues.

UNPO General Secretary therefore welcomes the recent decision of Euskadi Ta Askatasuna (ETA) to accept a proposal for international mediation in its negotiation with the Spanish Government, and its recognition of democratic principles as the only viable foundation for a peaceful and sustainable solution to their conflict.

UNPO is familiar and respectful of the courage it takes to enter into such negotiations. Ending cycles of violence, however, requires not only a break with the past, but also a commitment to a new start.

UNPO Secretary General therefore calls upon both ETA and Batasuna to be more courageous still by committing formally to the principles of nonviolence enshrined in the UNPO Covenant. Such an act would signal clearly to the Spanish Government, to the European Union, and to the rest of the world, that these organisations wish, once and for all, to enter the community of responsible non-state actors committed to a democratic discussion of individual rights and autonomy.

La Haya, 2010eko Irailaren 26an. – Ordezkapenik Gabeko Herri eta Nazioen Erakundeko Ordezkari Orokorrak azken urteotan gero eta autonomia-mugimendu gehiagok bortizkeria ukatu eta arazoak eztabaidatzeko bide zilegi bakartzar demokraziaren oinarriak onartu izan dituztela onespenez hauteman du.

UNPOk ondo daki, autonomiaren zein kultura, politika eta hizkuntza eskubideen inguruko eztabaida ugarik konponbiderik gabe darraiela. Baina UNPOren 54 kideen esperientziak, bortizkeria-ezarekiko baldintzarik gabeko erabateko konpromisoa, konfiantza eta elkarrekiko errespetua ezartzeko ezinbestekoa dela erakutsi du erabakigarriki. Izan ere, konfiantza eta errespetua era honetako gaien inguruan negoziaketa egonkor eta arrakastatsua eman ahal izateko, aurrebaldintza ukaezinak dira.

UNPOko Idazkari Orokorrak, beraz, ETAk hartutako azken erabakiei ongietorria ematen die. Bai, Espainiar Gobernuarekin negoziatzeko, nazioarteko bitartekaritza proposamena baietsi izanari zein, gatazkari modu baketsu eta iraunkorrean irtenbidea emateko bide bakartzat, oinarri demokratikoak aintzat hartzeari.

UNPOk era honetako negoziaketetan sartzeko behar den kemena aintzatetsi eta errespetatu egiten du. Bortizkeria zikloei bukaera emateak, edonola, iraganarekin ez ezik, hasiera berri batekiko konpromisoa eskatzen du.

Hori dela eta, UNPOko Idazkari Orokorrak ETA eta Batasunari, UNPOren Hitzarmenean jasotako bortizkeria-ezaren oinarriekin formalki konprometituz, oraindik kementsuagoak izateko deialdia luzatzen die. Ekintza honek, Espainiar Gobernuari, Europar Batasunari eta mundu osoari, argi erakutsiko lieke, behingoz eta betiko, eskubide indibidualen eta autonomia eskubideen inguruko eztabaida demokratikoarekin konprometitutako estaturik-gabeko nazioen ordezkari formalen komunitatean sartzeko erakunde hauen gogoa.
